Going to dev for iOS, what I will need?

Sorry for the noob question, guys, but anyway - tell me plz, what I have to have to develope for iOS, besides Mac and iPhone/iPad of course? I have a big concern about some kind of "dev account", which is not free, as I heard? Is it true?
