Chicken & Egg iOS IAPs situation

Looking at Unitys IAP solution I see that:

• Products must be cleared for sale in iTunes Connect

To get the products cleared for sale in iTunes Connect, unless I am mistaken, I need to submit my binary for review. The binary was rejected because the store could not be initialized because the products are not cleared for sale.

Obviously I'm doing something stupid here? I can't get the products cleared for sale without submitting my binary and I can't get my binary approved...
